I am looking at prices for Vegas on 16 feb. The PE upgrade screen seems to be totally ramdom and is giving me prices between £183 and £699 each way.

This seems really odd, im not changing the date it just seems to pick a ramdom figure!

V Hols tend to price their VS flight upgrades based on their seasonal package prices. The higher the basic cost of the package (ie if you travel in peak season), the lower the flight upgrade cost will be.

Travel out of high season, where the package prices are lower and the upgrade prices are always higher for most routes.

I found this when trying to book a holiday - every time I searched the amount changed and at one point showed as £0! The thing was no matter what they showed for the cost of upgrading the final price of the holiday always came out the same - about £195 pp each way.

I've had direct experience of that. If you're travelling out of high season VH will sometimes offer "flight discounts" which are based on non upgradeable tickets. To upgrade to PE you have to lose the discount (to get to an upgradeable ticket class) and then pay the PE supplement.
