MBNA who issue the Virgin Atlantic cards generally have that policy. American Express clearly state it must be 6 months before they will allow a re-application for one of their cards but will award the bonus miles again when you reach the introductory target. They have a policy of x2 debit cards and x2 credit cards per individual (if approved).
I have to say that I am dubious as to how likely it is that credit card churning affects ones credit score. I have regularly churned, in a systematic way, for years and my score has risen. But I do pay them all off every month so do not have debt on them, maybe that makes a difference. And everyone's circumstances vary of course. The most credit card accounts I have had at one time has been 9. I have that down to a mere 7 these days. They are all different and have different uses, a card for every occassion.
