If I register for the Triple Miles offer, and take a qualifying outbound flight in March, but do not take the return leg until mid summer, would that single leg qualify for the triple miles, or does it have to be the round trip?

The T&C's state this:
"Triple Miles will be awarded to a Qualifying Member on a maximum of six qualifying Upper Class sectors, or three qualifying Upper Class round trips taken in J or D booking classes ("Qualifying Flights"), that are flown between 23 January and 31 March 2006 (inclusive) ("Qualifying Period")."

So does that mean single legs apply?

Yes, a sector is a single flight. So you would get the triple miles for the outbound flight.
