Using Miles with Partner airlines

When I enquired about using miles on SQ to SGN last year I was informed that it was 70k miles to SIN and then a further 25k from SIN to SGN even without a stopover. I'm pretty certain this is incorrect and it should simply have been 70k (Europe to SE Asia). CAn anyone confirm?
Using this as the basis has anyone tried some long multilegged (good value) Partner flights. I was thinking specifically of Delta which seems to suggest that 50k miles will get you from LGW to Hawaii (or 90k in business).

P.S. This is borderline 'Ask a Guru' stuff. The original draft of this was in the form of a question about whether multi-legs are charged individually.
