Carry-on baggage allowance/seat choice

Hello,
We are flying Virgin Flight 002 EWR-LHR economy class for the first time this August.

Two questions:
Is my tote purse (large size) considered my one piece of carry-on luggage allowance?
Virgin seems very strict according to their website:
Premium Economy & Economy

You are allowed to carry one piece of hand luggage onto the plane. This must be able to fit under the seat in front of you, which means it must not be larger than 23cm x 36cm x 56cm (9in x 14in x 22 in) and should not weigh more than 6kg (13lbs).

We have chosen seats 62A&C. There seems to be a negative comment about 62C in that there is less room under the seat in front. Should we change seats? Move back a row? There are still choices available.

You're allowed one piece of hand luggage at 6kg's plus a handbag.

Thanks again. I never heard that phrase. I guess it means different strokes for different folks?
