Relevance of "bulkhead" and exit row on 747 suites

Looking at the database, there appears to be no advantage (e.g. extra leg room) for the suites in the bulkhead positions and none are on an exit row. Does it mean all seats are available for pre-booking (within the advanced pre-booking allowance?)

Hi,
Last time I booked for the SFO flights , the seats at the front of the cabin sections ( Row 1 on upper deck and row 6 in the nose) were not able to be booked online I think.

Just had a look at my UCS VS3/4 flight seat map on the VS web site and, as TBS says rows 1, 6 and 15 are greyed out.
On the VS4 return flight the entire upper deck section is greyed out as these seats are reserved for the UC sleeper service but these upper deck UCS seats can be reserved over the phone I think.
