I thought the plan was that "all" aircraft were to be updated to V:Port, either during refit or as replaced? Has the policy changed or did I get it wrong in the first place?

Yup, the official line has always been V:port throughout (eventually), so if you're correct Declan, there has been a quiet change in policy somewhere.
