Lounge Guest on a Reward Flight

On an Upper Class Reward Flight am I able to invite a guest into the Club House, who is travelling on the same VA flight but in PE?

Yes ANY UC ticket that is not an op-up or staff ticket allows CH plus a guest. Plus you are a gold member.

Yes - the theory with a reward flight is that it is equal to a paid flight so benefits are the same including pre-booking treatments.
