These are the economy rows where VS often put special needs passengers. I would have thought that any unallocated seats in the mini-cabin that rows 21, 22 & 23 make up would have been available at Twilight check-in.

Given that there are only 27 or 30 seats [depending on aircraft configuration] in this mini-cabin, they could quite easily all have been allocated to parties travelling with special needs passengers. (Especially if you travel on a peak day, such as a weekend to a destination like MCO).

Someone here will doubtless have a more definitive answer though.

I should also add that I have been pre-allocated a seat in row 21 [bulkhead row] in the past too. It is also worth noting that I was the only person in row 21 that was not part of a family travelling with a baby - so the mini-economy cabin could be [potentially very] noisy if the babies don't sleep / take to the changes in air pressure / turbulance badly.

I was lucky - I was allocated 21C, but the couple in 21A/B offered me 21A so they could have the B/C seats for easy aisle access during the flight. The babies slept for most of the flight too.
