Yes, exit rows/bulkheads can be assigned at twilight. What often is the case is that because they are initially blocked when the flight opens, if the people 'upstairs' don't unblock them straight away then they will just show as being taken to the check in agent. What I usually do in the situation is point out very nicely that they can't be allocated already (not available for pre-allocation/OLCI, you are the first in the queue etc) and then ask if they could make a call and get them unblocked.
The above usually works (no guarantee's of course), apart from one occasion when we had what seemed to be anew girl who was really struggling so we decided not to complicate things.

Are the bulkhead seats in the upper deck LGW a/c (PE) much better than the others?

They are Exit Rows rather than bulkheads on the upper deck of the LGW a/c. IMO they are the best seats after UC, the leg room is brilliant and you can get in/out without bothering your neighbour. And, for geeks like me, they give you a chance to quiz/get lots of geeky info talk to the CC member sitting opposite you.

what are the chances/any tips on how to get these seats if I can't do twilight check-in? I won't be getting to LGW till 22:20 the night before my flight.

Do you still pay extra for them when in PE?

No, you do not pay extra for exit rows in PE, only in Y.
As for any tips, well it will all depend on if they have already been assigned, if they have they there isn't much you can do. Just ask nicely when you check in, if they say they are already taken just double check about them being blocked rather than allocated like I mention above.

I have known them charge for bulkhead row seats in PE on busy flights in the past (when we flew to LA last year) - wanted £75 per person on top of the PE price!!
