At the moment, the system is still pretty useless for actually making a reward booking, when upgrading from a lower cabin. It is good for pricing it up and as DL says you can still do dummy reward bookings to check availability, but to do the actual upgrade you will still need to call FC.
The reason why L isn't showing when you are trying to book from LAX (or any other US airport as an starting destination) is because the lowest minimum fare bucket for upgrade when the fare is originating in the US is a B class. Full details can be found

As Nick says above, at the system is limited still and does not work/allow open jaw/multi-city fares at the moment.
