We are currently silver but will go back to red in September, Can we still use the voucher to upgrade to Upper when your a red member? I have looked at the website but it's not very clear

Yes you can as the upgrade voucher is available to all FC tiers, from the VS website:

Upgrade voucher. Upgrade any booking by one cabin into a reward seat. Available to all tiers.
