VH PE upgrade to UC with miles

Does anyone know whether it's possible to upgrade a PE ticket booked with VH (which is premumably itself an economy fare that's upgraded by the agent at the time of booking at the price quoted in the holiday brochure) and if so then how many miles it would cost?
I see on the Virgin site that you can upgrade for 40,000 return but that suggests the original PE ticket needs to be full fare, and I'm not sure a VH booked fare is?

I don't think VH fares qualify for mileage upgrades to G class UC tickets. You will be on a H class ticket
From the V-Flyer guide to fare classes:
H Consolidated Discounted Premium Economy
This fare class is used by Virgin Holidays for Premium Economy. Customers booking holidays with Virgin Holidays/Vacations can pay a fee per person to upgrade from the standard Economy flights. The upgrade fees can be quite reasonable at times. Flying Club Miles and Tier Points will be earned on this fare. 150% of mileage flown earned (175% for Flying Club Gold members). Rarely qualifies for any promotion that is running for Premium Economy passengers, only notable exception is the MilesMoreFriends referral scheme. Lowest level of fare class for Premium Economy, very restricted on changes and these would need to be referred to the agent, Virgin Holidays

The only tickets that are upgradable with miles in PE are W & S Class, S being cheaper as W is Full fare PE
as VH uses cheaper tickets; they will not be millage upgradable
From FC T&C's:
4.3.9 Qualifying fare levels for Premium Economy to Upper Class upgrades and Premium Economy Companion tickets on Virgin Atlantic flights:
Any full Premium Economy fare booked in W or S class. Excludes APEX and Excursion type, seat sale or any other special/promotional type Premium Economy fare.
