It looks as though American, Continental, and Delta are not happy with the Virgin America submittion. In my opinion though, they're just out to get Virgin America stopped, because they know it's another airline that will take business away from them. Hopefully this will not prove to be a problem, but if more airlines sign up to the proposal introduced by CO, the government may change their decision.

Good show, VS-EWR, for spotting that article. IMHO it's just a tragedy that the US carriers are that put off by VS-A but, given their shaky status, one can't really blame them for reacting this way.

I suppose a lot will hinge on the legal interpretation of '...actual control' but with only 25% equity, hopefully it will not be a problem.

I do not see this as an antagonistic move. I doubt CO, AA and DL are really concerned about Virgin America in particular, another startup carrier doesn't represent much of a threat. I think they are seeking clarification of the precise limits of foreign control because AA would like to do a deal with BA and the bankrupt carriers DL, NW, UA, US could benefit from foreign capital. Note that CO, who filed the inquiry, is a long standing codeshare partner of VS.
