Passengers are bound to notice the difference with the new Government setting up a Group to improve the passengers experience - only, where is the passenger input :w :w

hmmm so they are going to sort this out how? given that both the airports and the airlines are private companies so simply cannot be told to do things.

We all know check in queues are down to the number of desks the airlines rent from the airport operators and the numbers of staff thay put on and how quickly they process their pax.

Security queues usually due to pax not being ready for screening despite all the signs.

Capacity would have (eventually) been sorted by the extra runways so unless they are going to reduce the number of flights in and out (unlikely) how will they improve capacity? Does that mean extended operating hours?

And reliability is affected by all sorts of outside factors.

No doubt there will be a lot of heat and light and a snazzy report but little will actually happen.
