Laptop ban

I notice that the BBC web site has just picked up on the Dell and Apple ban for laptops. Strange after all of this time?

Aren't those the two companies whose laptop products are affected by exploding batteries/batteries at risk of exploding?

I know Dell have had to recall over 4 million laptops and Apple around 2 million.
