The answer to your question, is pretty much answered in another one our your questions
here but just to clarify....
At OLCI stage the remaining 40% of seats that have not been pre-selected (certain rows are not released for pre-selection)are released apart from Exit Rows and Bulkheads which are only released for check in at the airport. However if you are flying UCS, as their are none of these to worry about, the rest of the seats should become available for you at OLCI stage.
