How strict on baggage?

Presumably because they make more money on freight on the Asian routes and so wish to use more of the hold space for freight than luggage.

I fly out of SFO, and I've noticed when I fly economy, VA always checks the weight of my carry on. So much so that I've had it checked at check-in *and* at the gate.

In UC I have yet to have it checked for weight. Maybe it depend on where you fly out of, or what the capacity is for that day...
