Bermuda II only covers Heathrow.
It allows for two UK operators (currently VS and BA) and two US operators (UA and AA) to fly between Heathrow and the US (and then, only certain places as specified in Bermuda II).
It can have a knock-on effect for being able to serve a particular US city from Gatwick as well as Heathrow, for example.
UA currently have a number of Bermuda II rights that they don't exercise (for example, the rights to fly direct to BOS, EWR, MIA, and I believe SEA), as they either sold or leased Heathrow landing slots to other parties (I believe VS are renting at least two slot pairs from UA at the moment) as a source of income during their Ch11 restructuring.
