Unfortunately VS is merely doing what many/most other carriers do to help them better manage their seat and fare bucket inventory, i.e., charge a penalty to those who change their plans. The alternative, of course, is to buy tickets without change/x-cel penalties, but the only reason to do that IMHO would be if you were unsure of the date/routing or if you never planned to fly that carrier again or, perhaps you were wanting to participate in a "full fare, 2 for 1" ticket program.
